How to get the tome tactic "Manly Scheme"

How to get this tactic:

1) Kill this man: http://www.wardb.com/npc.aspx?id=16313
2) Go to Kadrin Valley and click on the barrel on the end of the broken bridge (coordinates x,y)
3) Buy the tactic from the trainer in the Inevitable City library

Funny thing is, I did all of the above but when I got to IC I couldn't talk to the trainer to get the tactic
